Same day as recycling but household items can only be out 24 hours prior.  Yard waste is allowed to go out on the weekend directly before bulk day.   Leaves can only be raked to the curb one week prior to our scheduled pickup (which changes each year as they try to improve and/or guess better). 


Only 3 unrelated so be careful signing that lease with your 4 roomies!


If the City Arborist has declared it dead then it is the responsibility of the tree's owner.  If an "Act of God" takes down a live tree and it does damage to a neighbor's property, the person with the damage is responsible for repair or replacement.  


Riverside has not been approved for the operation of golf carts on the city streets.   There is a process to request this but most likely would not be approved because the nature of use of Country Club and Shoe Lane as major thoroughfares most likely would not meet the standard for approval.    ARTICLE X. - OPERATION OF GOLF CARTS AND UTILITY VEHICLES | Code of Ordinances | Newport News, VA | Municode Library   Low speed vehicles meeting all the requirements (license plate, registration, insurance, operated by a licensed driver, various safety equipment) are allowed.    


City rules are very challenging to trace a specific intent consistently.  RV street parking is primarily limited to working hours.  After work and on weekends your neighbors shouldn't have to look at it in the street (presumably).  Parking RVs, boats, campers and other trailer in the front yard is limited to improved land (a driveway or paved area) over very specific setback requirements.  Inoperable vehicles are not allowed but, unlike Hampton, an operable (inspected and registered) vehicle can park in the grass.  

 

Sec. 26-121. - Two-hour parking limit for certain vehicles.

Except as otherwise provided by law, it shall be unlawful for any person to park a motor vehicle, trailer or semi-trailer with a gross vehicle weight rating in excess of one (1) ton upon any street or avenue in the city for a longer period of time than two (2) hours, except (i) in front or to the side of a building used primarily as a place of business by the owner of such vehicle, or (ii) in front or to the side of a structure to which or from which active loading operations are being conducted; provided, however, that where a lesser parking period is prescribed and designated on any street or avenue, then the parking of all vehicles shall be limited to the lesser parking period so designated.

 

Sec. 26-126.1. - Parking of certain vehicles on streets in residential districts prohibited; exceptions.

(a)

It shall be unlawful for any person to park or permit to be parked in the streets of the city, in any residential district, any vehicle whose overall length exceeds twenty (20) feet, or whose overall width exceeds eight (8) feet, or whose overall height exceeds eight (8) feet, between the hours of 7:00 p.m. of any day and 6:00 a.m. of the following day, except on Friday, Saturday and Sunday, and between the hours of 6:00 p.m., on Friday and 6:00 a.m., the following Monday, except for the purpose of taking on or discharging passengers or cargo. The city manager may promulgate a policy to address criteria under which unlawfully parked vehicles may be towed.

(b)

This section shall not apply to the following: (1) vehicles bearing disabled parking license plates, or displaying a permanent removable or temporary removable windshield placard as issued by the commissioner of the department of motor vehicles of the Commonwealth of Virginia; (2) public safety, public works or public utility vehicles while on duty and actively engaged in required job functions, regardless of size, including, but not limited to vehicles operated as the Newport News Police Department's Mobile Station, Tactical Unit and DUI Enforcement Trailer; and (3) tow trucks that are on call for the purpose of removing disabled vehicles. The terms "on duty" and "actively engaged" as used in subsection (b)(2) shall not include periods of time during which a vehicle operator is in an "on call" status or otherwise waiting for orders or instructions. 



Sec. 13-186. - Inoperative vehicles prohibited.

(a)

It shall be unlawful for any person responsible for real property within the city to keep, or permit to be kept, except within a fully enclosed building or structure, any vehicle which is inoperative.

(b)

The provisions of this section are subject to the following:

(1)

The section shall not apply to a business licensed through the Virginia Department of Motor Vehicles as a salvage dealer, demolisher, rebuilder, salvage pool or vehicle removal operator.

(2)

The section shall not apply to a licensed towing service providing temporary storage of inoperative vehicles for a period of time not to exceed ninety (90) days when vehicles are being stored pending settlement of insurance claims. Vehicles stored by such towing services shall be shielded or screened from public view.
